ADVERTISEMENT AND NOTICE TO BIDDERS
Beginning immediately, Sealed proposals are sought and invited by the Village of Millbrook (Village) from qualified and experienced equipment suppliers (Supplier) to furnish Sequencing Batch Reactor (SBR) and Polishing Cloth Media Filter (filter) equipment, controls, and provide certain services to be incorporated in the Millbrook Wastewater Treatment Facility Upgrades Project in Millbrook, NY, as set forth in the specifications prepared by Tighe & Bond.
A Request for Proposal (RFP) describing the Supplier’s scope of supply, qualifications, service requirements and other requirements is available on the T&B Engineering and Landscape Architecture, P.C. (Tighe & Bond) website at http://www.tighebond.com/Projects_Out_to_Bid.php. Prospective bidders are required to register on the Tighe & Bond website to download documents. Copies of bidding documents obtained from any other source are not considered official copies. Only those Suppliers who obtain bidding documents from the Tighe & Bond website will be sent addendum information, if such information is issued. If you have obtained this document from any other source, it is recommended that you obtain an official copy.
All questions must be submitted in writing to Jacob Weinrich at jjweinrich@tighebond.com no later than 2:00 PM on April 10, 2026.
Proposals will be received by the Village Clerk of the Village of Millbrook, at Village Hall, 35 Merritt Ave, PO BOX 349, Millbrook, New York 12545 until no later than 2:30 pm, on April 17, 2026, after which time they will be publicly opened and read aloud, unless such date and/or time for the submission and/or opening of proposals is modified by Addendum. All proposals received shall be sealed and distinctly labeled “Proposal for SEQUENCING BATCH REACTOR AND POLISHING CLOTH MEDIA FILTER PROCUREMENT, Millbrook, NY”. Each bidder assumes the risk of any error or delay in the delivery of its proposal by whatever delivery means it chooses (e.g., mail, hand delivery, courier, overnight service or any other means), including the handling of mail by employees of the Village of Millbrook.
Each bidder shall submit one (1) original proposal and five (5) copies of the proposal. The original proposal may be clipped but should not be stapled or bound. A signed Non-Collusive Bidding Certification, Certification of Compliance with the Iranian Divestment Act, and Sexual Harassment Written Policy & Training Certification must accompany each proposal submitted.
Specifications and Contract are subject to provisions of Chapter 605, Laws of the State of New York of 1959, Section 103-A of the General Municipal Law.
This project is being funded in part by the EFC – Environmental Facilities Corporation. All work under this contract must comply with the requirements of this funding source, and may contain special monthly reporting procedures.
STATEMENT OF NON-COLLUSION:
Bidders on the Contracts are required to execute a non-collusion bidding certificate pursuant to Section 103-d of the General Municipal Law of the State of New York.
The Village hereby notifies all Bidders that it will affirmatively insure that in regard to any contract entered into pursuant to this advertisement, minority and women business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, gender, color, or national origin in consideration for an award.
OWNERS RIGHTS RESERVED:
The Village of Millbrook reserves the right to waive what it deems to be an informality with respect to a specific bid or the bidding process, to waive what it deems to be technical defects, irregularities and omissions relating to a specific bid, to request additional information from any Bidder, or to reject any or all bids, or to re-advertise for new bids, or to accept the whole or part of any bid which in the opinion of the Village Council of the Village of Millbrook is in the best interest of the Village of Millbrook.
NEW YORK STATE OSHA 10-HOUR CONSTRUCTION SAFETY AND HEALTH COURSE S1537- A:
Pursuant to Labor Law§ 220-h, all municipal contracts for public work, where the total cost of work to be performed is at least $250,000.00, must contain a provision requiring all laborers, workers and mechanics working on the site, to be certified as having successfully completed the OSHA 10-hour construction safety and health course.
