In general, a building permit is required for any construction, alteration, or demolition work on a property. This includes projects like new construction, additions, renovations, electrical work, plumbing, and even demolition. However, minor repairs and cosmetic changes may not require a permit.
Projects that typically require a building permit:
- New Construction: Building a new home, garage, or shed.
- Additions and Renovations: Expanding an existing home or making significant structural changes.
- Electrical, Plumbing, and HVAC Work: Installing or modifying these systems.
- Structural Changes: Altering load-bearing walls, removing or changing means of egress, or relocating fire-protection systems.
- Demolition: Removing structures or parts of structures.
- Swimming Pools: Installing a swimming pool deeper than 24 inches.
- Roof Replacements: Replacing a roof.
- Decks and Porches: Building a deck or porch.
Projects that may not require a building permit:
- Minor Repairs: Ordinary maintenance, such as replacing a leaky faucet or repairing a small crack in the drywall.
- Cosmetic Changes: Painting, wallpapering, or installing new cabinets.
- Temporary Structures: Structures that are not permanent, such as gazebos or small playhouses.
Important Considerations:
- Consult with a licensed contractor: A professional contractor can help you determine whether a permit is needed and guide you through the process.
- Even if a permit is not required, all construction must still adhere to local building codes and zoning regulations.

Yes, the failure to mail a statement or the failure of the property owner to receive a statement will not affect the validity of the taxes or interest prescribed by law (New York State Real Property Tax Law 922). In addition, neither the tax Collector nor any other official has legal authority to waive statutory penalty charges. These are fixed by the Real Property Tax Law. If they are waived, the collecting officer will be personally responsible. As all records are audited by State examiners, there is absolutely no discretion in this matter. The Constitution and the law of the State mandate this procedure.
